‘Urban planning in the context of no net land take: towards a new planning paradigm in Europe?’, by Joel Idt, Camille Le Bivic, and Romain Melot.
When asked to describe the special issue and highlight its importance, the authors stated the following:
At a time when policies to limit land take are being debated and called into question, we believe it is useful to disseminate the results of empirical research carried out by the social sciences (sociology, geography, economics, urban planning) in the European context. We are pleased to share an illustration of this research in the special issue entitled ‘Limiting land consumption practices in Europe: no net land take through the prism of its implementation’, which has just been published by Town Planning Review. We have prepared this issue with colleagues working on a wide range of case studies in Europe (France, Belgium, Germany, Luxembourg, Switzerland, Austria, the United Kingdom, the Netherlands, Spain, Italy and Estonia).
The papers in the special issue approach land take limitation policies through the prism of implementation, examining the national variations, real-world practices and the difficulties that arise. How do public and private stakeholders organize themselves to tackle the objectives of limiting land consumption? What difficulties and ambivalences are encountered? How does the attempt to control land consumption alter spatial planning practices? What are the effects of these changes on urbanization processes? What does a ‘No Net Land Take’ target mean for spatial planning systems, given that the latter are usually based on adapting to urban growth? The main aim of the special issue is to initiate a debate around contrasting views on the subject, without necessarily reaching a normative conclusion.
